EU Blue Card For Germany

►The EU blue card for Germany is a residence title for specific purposes; it provides an evidence for the legal stay of a citizen from a non-EU-country in an EU- member state for the purpose of working. So the blue card is a card for citizens from non-EU-states. For members of EU- states generosity is valid concerning their stay. The EU- regulations concerning the blue card will be valid in Germany as a part of the German law from the 1st August 2012, through the law for reaction of the high- qualification –outline of the European Union. In particular, the stay law was modified. The core regulation of the stay law is addressed by the EU blue card. The most important paragraph is section 19a of the German Residence Act - EU Blue Card.

FAQ

The following section provides answers to the most important questions concerning the EU blue card.

►Who can apply for the EU blue card?

A foreigner, a citizen of a non-EU- country, can apply for the EU blue card if a) he or she has a German or an accredited foreign or a university degree that is comparable to a German one. b) he or she has a working contract with a gross annual compensation of at least €46.400 (3.867 Euros per month), a contract in the so-called shortage occupation (scientists, mathematics, engineers, doctors and IT- skilled workers) with the amount of €36.192 (3.016 Euros per month).

►Does a foreigner need to apply for the EU blue card before he enters the country?

Yes. The journey into Germany complies with the general entry rules. Therefore, a citizen of a non-EU-country needs to apply for the EU blue card before his entry into Germany. The German representation embassy abroad is responsible in each case.

►How long is the blue card valid for?

The EU blue card is at first valid for 4 years. If the working contract covers a period of less than 4 years, meaning it is limited, the EU blue card will be valid for the time of the working contract plus 3 months.

It can be extended or establishment permission can be given.

►When can the owner of a blue card qualify for a permanent right of residence?

Foreigners who own the EU blue card can apply for permanent residence after 33 months. If they have German language knowledge at level B1 then they can apply earlier after 21 months (19a, passage 6, law of residence).

►Can the EU card become invalid if a person stays in a non-EU country for a longer time?

Owners of the EU blue card can stay out of the EU for up to 12 months without losing the right of staying in Germany or the EU.

►Can owners of the EU blue card move to another EU country?

Owners of the EU blue card have the right, after having stayed in Germany for 18 months, to move to another country of the EU.

►Will the duration of stay in another state of the EU be considered concerning the permanent right of residence?

If the foreigner has already stayed in another EU-member state with the EU blue card, this will be considered concerning the permanent right of residence in Germany.

►Is it necessary to carry out a visa procedure to move around in the EU?

If the foreigner wants to move on in the EU, he / she can be sure that in almost all EU member states a visa is not necessary. The application can be made at home. In Germany the application must be made within one month after entering Germany.

►Is a priority check carried out? Are members of the German job market treated better?

Check of priority means that a check will be done to see whether German employees are potential candidates for the job. Such a check is done within the salary borders. But there will be a check of the working conditions. If a salary of at least € 36.192 will be paid there will be a priority check for non- shortage occupations, so the EU blue card can be given.

►Can relatives of the EU blue card owners work without limits in Germany?

Relatives of the owners of the EU blue card can work without delay and without limits in Germany.

►Do spouses need to have proof of German language knowledge?

The spouse is not required to have proof of German language knowledge. Even simple knowledge of the German language is not necessary for marriage partners.

The New commer in Germany have so many question about german immigration process + main fact for students visa application + Block Account. so i'm gonna breif a little bit about German Block account. How to open German Block account for student visa applicant ?

What is Blocked Account?

A Blocked Account (Sperrkonto) is required if you are planning on financing your studies yourself.

You will have to deposit a minimum of EURO 7908,- in a blocked account in a bank in Germany and you can only withdraw a maximum of EURO 670,- per month. (Check the exact amount from Embassy). You must make this change in the account opening form to ensure that you don't face problem later on.

( Amount can be changed upto 8040 Euro per month ) in there website i found they changed 8040 Euro to again 7908 Euro )

How to open a block account in Germany ?

You can contact any bank in Germany over the internet and obtain the information regarding a Blocked Account directly from the bank. One of the option is Deutsche Bank, the process for that is given below.
Send a simple email to db.student@db.com as below:

Fill the application form, take a full A4 page xerox of the front and the last page of your passport (front page has your photo and last page has your permanent address), if available take a print out of the acceptance letter from university since and go to a German Embassy nearest to you with appointment (dhaka embassy, I had to schedule an appointment). They charge 15 Euro (Around 1500) for attestation. Steps to fill out the form is given below.

The above mentioned office in Hamburg arranges the opening of an account with the office of the future residence and informs you directly, without intervention of the General Consulate, by post and parallel by email about the account number, BLZ and IBAN of the opened account. It takes 2-3 weeks to open account. I was lucky and it took only one day for my account to open. I received a PDF with the account details in just a day. But I have heard it takes around 2 to 3 weeks so be patient if it takes more time. I think the reason I got it earlier was because April is not so crowded with applications and that is when I applied.

Finally you transfer the necessary amount to the furnished account and prove this to the German Embassy/Consulate in your home country (Bangladesh). DB will also inform embassy about the same.

Steps to fill the Application Form

There is an instruction page and 5 more pages for details in the application form

Fill the first page with your name, nationality, complete postal address where you will be available till the time visa is done, email address (very clearly), and the university if yours is confirm. Filling university column is helpful since they will open the account in the branch nearest to your university. Fill preferably in CAPITAL letters.
In the personal details section, write your name, address, DOB, Marital status, Residential status(as rent), telephone, nationality, email and fax(if available). Again Email ID should be clear since they need to send email for confirmation.
LEAVE THE JOB DETAILS SECTION BLANK. SINCE THEY HAVE ALREADY FILLED IT AS STUDENT. THERE IS NO NEED TO FILL ANYTHING EVEN IF YOU ARE WORKING.
Tax Relevant Details has already been filled by them.
The rest of the pages can be left blank.
DO NOT SIGN ON ANY OF THE DESIGNATED PLACE IN ANY OF THE PAGES. YOU WILL HAVE TO SIGN IN THE EMBASSY IN FRONT OF THE PERSON WHO IS GOING TO AUTHENTICATE YOUR DOCUMENTS. The signatures are to be done on page No. 2 (Specimen signature), page No. 3 (2 signatures) and page No. 5. Put the date place name and the form is complete.

The embassy people will put a seal on the back of passport and in the blank space on the 4th page.

How to open a block account in Germany ?

You can contact any bank in Germany over the internet and obtain the information regarding a Blocked Account directly from the bank. One of the option is Deutsche Bank, the process for that is given below.

a) Information and the application form can be found on the following website:

b) After completion of the application form online, electronically - do not fill in the form by hand - print out two copies. One copy is for your own records. One application form has to be signed in the presence of an Embassy official. Please also bring along your passport (original) and one copy of your passport (front page only) and - if available - the letter of confirmation from your university/language school in Germany.

d) After certification of your signature, please send the application form to the address stated below:

4. Transfer of Money

As soon as you have received your account number and IBAN code via e-mail, you can proceed to transfer the mandatory minimum amount of EURO 8040,- into the account

5. Submission of Visa Application after Money Transfer

The submission of your visa application can only be done, once the money has been successfully credited into your Blocked Account and a letter has been issued by the bank.

Some of friends send me message how to fillup German Visa application form . it’s normal if you do it first time cause you never been filled this kinds of visa application form before. So I’m gonna describe how to fill-up Visa application form for D visa .. Visa form filling and clarify some common doubts here you can download as pdf file as well as. hope it help you a bit. thanks.

That National visa application form is a very important form and it should be filled with utmost care. You have to fill two copies of this form. I suggest you print one extra copy and fill it roughly. Take all the time in the world available to you and fill it. No hurry please. Please write everything very legibly and as much in CAPITAL LETTERS. I would suggest write everything in CAPS. Only if the space becomes less, write in smalls. I will explain each serial number one by one.
1. You Family Name (This should be exactly as in the passport)
2. You first name (This should be exactly as in the passport)
3. DOB in the format of dd/mm/yyyy. This format is the official German format.
4. Place of Birth : This is mentioned in your passport. Write the exact thing as is written in the passport. Do not add or substract anything.
5. Nationality : You must mention you current as well as any previous nationalities that you have given up. It clearly says each nationality should be stated.
6. Marital Status : Announce your marital status here. Strike out the non-applicable status with one single line in whichever language you are filling. If you are filling in English, and in case you are single, strike out the other three with one straight line. I would suggest, along with English, also strike out the bold German version as that is more legible and comprehendable and bigger in size. Even if you dont, it does not matter.
7. Spouse Details : This should of course only be filled if you are married. Follow the steps 1 to 5 in filling the details.
8. Children Details : This should of course only be filled if you are married. Follow the steps 1 to 5 in filling the details.
9. Father : Write your father's Family name in the first line and First name and second and any following names in teh second line exactly as in passport.
10. Mother : Write your mother's Family name in the first line and First name and second and any following names in teh second line exactly as in passport.
11. Passport or Other Travel Documents : Write PASSPORT in the first line. If you have any other travel document, write its name. The Passport number in the second line, date till which it is valid in the third line. Issued by (Maybe Passport officer or Assitant Passport officer) in the fourth line. The designation of the issuing authority is given in the stamp on the first page(the page immediately after the information page) in the Passport. Finally write the Date of issue in the last line
12. Authorization to return to : Fill this only if any such thing is mentioned in the passport. Else simply put a '-' (hyphen) sign or write Not Applicable.
13. Entered Germany on : Not to be completed if the application is made outside the Germany. Just leave it blank.
14. Have you ever stayed in Germany before : Strike out whichever is not applicable with one single line. If you have been to Germany before, strike out NO and mention from and to and the place below.
15. Proposed Place of Residence : Now this is one place where everyone gets stuck. I think most of us do not have a place of residence finalized when we start our visa application. So, you can write the complete address of the Institute of your course ( and not the University's address) that is conducting your course. Be careful since it does asks for address and not just the City of your residence. I repeat, write the address of the Institute that is conducting your course.
16. Arrived on : Not to be completed if the application is made outside the Germany. Just leave it blank.
17. Do you intend to maintain your permanent residence outside the Federal Republic of Germany? If so, Where? : Strike out NO if you intend to keep your current nationality. I suggest you strike out NO as right now we are just going for studies and wanting to gain another Nationality is a matter of different decision at a different point of time. In the space below, write the country of your current Nationality.
18. Will you be accompanied by the members of your family? : My suggestion is strike out YES. So, the answer would be NO. In case your parents or any other family member is planning to accompany you, they can apply for separate Schenghen visa at the time of departure which takes roughly 10 days to be issued.
19. How are you accommodated? : Not to be completed if the application is made outside the Germany. Just leave it blank and dont strike out anything.
20. Purpose of stay in Germany : Mention "STUDY" in the first line, Leave the second line blank.
Employer : Put a '-' (Hyphen) mark in this line
Name of educational establishment : Write the complete Name of your University.
Their addresses : Write the complete Address of your University.
Intended Employment : Put a '-' (Hyphen) mark in this line
21. Trade or Profession for which Trained : Put a '-' (Hyphen) mark in this line or write "NOT APPLICABLE"
22. Are you already in possession of a permit issued by a German labour office : Strike out with a single line whichever is not applicable.
23. Intended duration of stay in the Federal Republic of Germany : Now this is a tricky one. First of all, PLEASE enquire about any courses or any Pre Course orientation happening in your course. Because the FROM that you give here, is the validity start date stamped on your Visa. For example my course is starting on 8th of October (imaginary) and I have a german language course organized by my University in the month of August till October. Also keep some time(maybe a week or so) before start of any course for you to complete all the post landing formalities without any hassle. So, I need to land in Germany on say, 8th of August. I would give the FROM as AUGUST, 2012. So the start of validity on Visa will say 1st August, 2012 and the validity expiry is exactly 90 days from that. You can land anyday in Germany after your validity starts. Now, if i do not know when my course is going to end (which month), I can write a tentative month in the TO section, say October, 2014. Dont worry here. Whatever timeline you mention here is just tentative. Even if you are not able to finish your course before the time that you have mentioned in the form, you will get Visa extension afterwards. All you need is to show them the finances when you try to extend it.
24. What are your means of subsistence? : Write "FINANCIAL SUPPORT BY PARENTS" or "EDUCATION LOAN" whichever is applicable. If you are being financially supported by any other source, like any other family member or a scholarship, write accordingly.
25. Have you ever been convicted? : Strike out whichever is not applicable. I hope everyone strikes out YES
26. Have you ever been expelled....................refused entry into Germany? : Write "YES" or "NO" whichever is applicable.
27. a) Do you suffer from any disease? Strike out whichever is not applicable. Be honest in mentioning this.
b) Do you have a health insurance cover for the Federal Republic of Germany? : All of us do not have a Health insurance from a German Carrier. We will get it once we reach there. So, write "NO. I WILL TAKE ONCE I REACH GERMANY".
PAGE 4: I hereby apply for a residence permit for 2 YEARS. Again this is just tentative. Strike out Days and Months. Write your complete present address, Place, Date and put your signature. Make sure the address you write falls under the jurisdiction of the embassy that you are applying to. They are likely to send you back if the address doesnt fall in their area. Paste the Visa photo in both the forms.
PS : You can show a travel insurance at the time of application valid for the period that you think you would be going, maybe for 1 month or 2. But I think it is an important document. You can make it up to six month.

– To facilitate the process, please write your field of study on the email subject itself
so that we can sort out the emails faster, i.e. “Seeking Visa appointment for Bachelors
(or Master or Ph.D.), deadline:… (date on which you have to be in Germany)”.
– The Visa Section does not send any receipt of confirmation of emails. If you have
applied for an appointment as instructed, you will get one, but it might take some
